The cost-of-living allowance scheme has been restructured
The regulation regarding the 2026 cost-of-living allowance for public employees and retirees has been revised through decrees having the force of law published in the Official Gazette.
According to the decrees, the cost-of-living allowance will be consolidated in two separate periods on a one-time basis: a 3-month increase will be reflected in salaries in April 2026, and a 9-month increase will be reflected in January 2027.

According to the decrees, the cost-of-living allowance, which is normally applied twice a year in January and July through consolidation, will, on a one-time basis, be applied through consolidation twice: for three months in April 2026 and for a nine-month period in January 2027.
The decrees published in the Official Gazette state that the Council of Ministers approved the said decrees based on the authority granted by Article 112 of the Constitution, and decided on their publication and submission to the Republic’s Assembly.
The decrees also note that the regulation was made by taking into account the effects of developments in the Middle East on the economy, energy costs, and public finances, and that the decisions entered into force as of the date they were published in the Official Gazette.
